The London Riverside BID -Two years on

It is two years since the London Riverside BID was set-up to work with you to improve the area. We have worked hard to make a difference and keep you informed through our newsletters, website and email alerts. We shall be building on our successes to date in 2008-2009.

We have applied for government funding to enable us to carry out some new projects to improve the area.

Thank you to all of you who have got involved with and supported the BID this year. If you
are one of the few who are not in touch with us on a regular basis, we would encourage you to do so, to ensure we are informed of your concerns and ideas to enable us to act on them.

London Riverside BID Projects and Services

Safe and Secure

Objective: To improve safety and perception of safety through a joined-up approach to enhancing the security of the area

• A joined-up approach
The BID is already working to introduce area-wide measures to tackle crime, ensuring that those responsible for security in the area are working together efficiently for the benefit of the area as a whole.

• Crime deterrence and reassurance
The London Riverside BID ensures a greater security presence in the area to provide reassurance to
businesses and their employees and to help prevent crime in the area.

• CCTV coverage enhancements
The BID has improved CCTV coverage of  the area and aims to improve it still further, to deter both crime and to make it easier to take action against those causing problems in the area.

• Fencing and gating project
The BID is working to introduce uniform fencing and repair existing fencing to secure areas that are vulnerable to trespassers, theft and fly-tipping.

Clean

Objective: To make Rainham’s environment visibly cleaner and more attractive.

• Managing the environment
The BID monitors the state of the area’s environment to ensure that any problems are dealt with.

• Purchasing additional services
Where the standard level of maintenance or cleansing is not considered sufficient by the business community, the BID will purchase additional services to resolve the problem from our dedicated ‘clean’ fund.

Coordinated

Objective: To represent, advocate and further the interests of Rainham’s business community

• One Stop Shop service
The BID provides a focal point for the business community and is here to listen and respond to your
needs, ideas and concerns.

• Promotion
The London Riverside BID is also working to promote the Rainham area and produces regular newsletters, holds events and maintains the www.londonriversidebid.co.uk website.

• Adding Value – making your money go further
The BID continues to apply for grant funding to address any concerns or further ideas raised by the
businesses and has already been successful in obtaining a significant amount of additional funding.

• A strong voice for business
The BID works to ensure that the voices of Rainham businesses are heard by lobbying and liaising with
the Council, Police, Regional and National government where appropriate and make representations to any other bodies that may be able to make a positive difference to the business community of Rainham.

• Transport
The London Riverside BID is endeavouring to establish a Transport Management Association (TMA) to address transport issues in the area, at both the strategic and the local level. The London Riverside BID are working with Transport for London to pursue potential benefits of Travel Plan Network in the Business Improvement District.

This financial year we have  already achieved the following:

• Increased Mobile Security Patrols – these have been very effective and have caught some perpetrators red handed. The BID branded patrol  vehicle strike points at strategic, vulnerable locations in the BID area and provides incident reports to all businesses. The software is held at HQ and can be viewed at any time.

• Establishment of security network – we have collated contact information for all security companies working across the BID area to establish an efficient network for intelligence sharing and emergencies.

• The Safer Neighbourhood - Team and the BID are endeavouring to set up a meeting to encourage all security companies operational in the BID area to work together. All the security companies have been written to formally.

•The BID/Police intend to invite a Tesco representative along to the meeting also.

•The BID are keen for all security companies operational in the BID area to take advantage of the secure, wireless network communication system at Homes in Havering's dedicated CCTV control room, which would
enhance reporting procedures. (The BID would provide radios).

• Provision of additional Police presence for the BID area – through the sponsorship of additional Police  patrol bicycles and equipment.

• Removal of dumped vehicles/ tyres and fly tipping – through the provision of a direct line of communication
to the London Borough of  Havering, enabling them to take swift action and prosecute offenders.

• Events throughout the year included free training sessions and briefings from the Royal Bank of Scotland’s Chief Economist and highlighting risks to employers when dealing with Employment Law and Health and Safety.

• The BID’s 1st Anniversary event was held at the CEME on 30th April 2008. Presentations were made by London Business Network, CompeteFor and Business Link. The event was themed Olympics 2012 BID.

BID
A small presentation was made by the BID reviewing its achievements in its 1st year and prioritizing projects. For 2008/9.

Project Completed in 2008-2009

• The programme for installation of four number plate recognition cameras is now complete. The ANPR's cover the following locations in the BID area, Ferry Lane North, Ferry Lane South, Marsh Way and Lamson Road. This project has been jointly funded by London Riverside BID and Gateway to Business.
Homes in Havering will monitor the ANPR's 24-7 from their new purpose built design dedicated, CCTV Control Room, with highly trained staff. All have official Police clearance to work in this field. Monthly crime statistics will be provided, in partnership with the local Metropolitan Police/Safer neighbourhoods Team.Homes in Havering is one of the first local authorities to have a secure wireless network for multi application use. The network is a Motorola Canopy System and is under licence to approved installers only. The local authority’s system is adjacent to the BID at Rainham, with a 'radio node' making it an ideal candidate for the BID to 'piggy back' onto, saving on infra-structure and civil works, thereby, supporting any proposed CCTV systems. The network can not only support monitoring and management of the site based on digital CCTV re- cording systems but also meet the growing requirements for the installation of deployable cameras to monitor criminal and anti social behaviour. The partnership of the BID and Homes in Havering will provide value for money and the flexibility to expand the system using the new 'mobile' camera technology.

•Branding the BID - the programme for the erection of Branding the BID signs is nearing completion. Signs have been erected at the following locations - Lamson Road, Ferry Lane North and South.
The installation of a sign in Marsh Way is imminent and we are awaiting authorisation to erect a sign at At Beam Reach. This project was funded by the London Development Agency.

Financials 2008-2009

• 95% of BID levy monies have been collected this financial year and after a 10% collection fee was  paid over.
£134,639 has been collected from a total of £142,106

•The BID has been supported during the period to 31st August 2008 by The London Development Agency Opportunities Fund, part of which assisted in covering administration and support costs. We are actively looking for similar support to enable more funds to be directed towards the many projects that we would like to complete on members behalf.

Plans for 2009 / 2010

We will be continuing with our core services in 2009-2010:

• Mobile security patrols
• Servicing of the  number plate   recognition  and CCTV systems
• Servicing security network
• Events, newsletters  and website
• Lobbying for improvements to further eradicate problems.
• Informing and supporting business developing green travel plans.

Regulations 2004.

The LTGDC’s programme for the past year necessitated prioritisation of funding for the acquisition of sites and feasibility work for the community facilities and housing planned for Rainham village centre. Over the coming three years local residents will see construction of a new library and community facilities within the setting of a new public transport interchange and civic space on the Broadway.  
The LTGDC stated they were also keen to follow up recent improvements to the carriageway and drainage at Ferry Lane North with further improvements within the industrial areas in Rainham. The BID have met with members of the Development team at the LTGDC and have discussed potential projects for inclusion within their programme of the forthcoming year.

The BID has undertaken preparation and feasibility study work for projects that may be included within the LTGDC’s Corporate Plan for the forthcoming year and the following projects are currently being appraised and reviewed by Committee. Should the appraisals be successful, the works will be implemented by the end of 2009.

Lamson Road - CCTV, carriageway lighting, security barrier.

Albright Industrial Estate - CCTV, road improvements, drainage network refurbishment, carriageway lighting.

Spruce up. Intensive boundary enhancement of all areas fronting roads in the BID. The BID will
purchase additional services to implement an improved standard level of maintenance.

The BID will match fund any funding secured from the LTDGC by extending CCTV installations to the following areas.
